I reality, no agency have total control over nurses. They are their own person and they make decisions that would best suit them. Agencies have to learn how to manage nurses to maximize performance, but there are your occasional mishaps that blows everything out of proportion.

i think you only give one point of view here. agency nurses are appreciated becuase the alleviate some of the overtime burdens on some facilities and in some cases short notice cancellations. so that being said, agency nurses are turned to as a result of that and they are looked upon in some instances as saviors. nursing supervisors would rather call an agency nurse then cover a short staffed floor on their own. i think one of the reasons agency nurses are frowned upon is due to the simple fact that they seem like an outsider who comes into a facility and receives the hours for coverage that a facility needs when they are about to incur overtime over a nurse that works on staff at the facility. you have to understand the mindset of staff nurses that see an agency nurse come in and get paid more to do the same job that the staff nurse does. the staff nurse wants to work that overtime so he/she can make that extra half time pay. depending on your demographic or maybe even facility, some nurses that work on staff will do anything to show that they are unhappy that an agency nurse has come in to cover needs that at one point may have gone to a nurse looking to incur overtime pay. its almost a jealousy isse if you ask me. Travel nurses from agencies dont necessarily receive this kind of treatment compared to per-diem nursing because staff nurses at hospitals know that a traveler is there for a short period of time and once their work is completed they are back on the road travelling again. most of the time travel nurses are thanked a great deal because if a facility has resulted in using a travelling nurse its primarily due to the fact that the position that needed to be filled was a very specialized position thatthe hospital had to look over the country for because local agencies could not recruit this position because of the tight nursing labor market and shortage of experienced clinicians.

I think that the answer is obvious - agency nurse represents the face of the agency. The facility pays a premium over their own staff and they expect to get prompt coverage. When they dont, or if the nurse is late to his shift, the agency gets the blame.

Why is it when a nurse has poor performance, the agency feels the brunt of the repercussions?
